SOUTH BEND, Ind. ? President Barack Obama's health care overhaul should be changed so that religious schools such as the University of Notre Dame aren't required to go against their beliefs and provide birth control to students and employees, the school president says.

The Rev. John Jenkins wrote a letter Wednesday to Kathleen Sebelius asking the Obama administration to broaden the definition of religious employer currently under consideration to ensure the school can continue its provide health care without going against the teachings of the Roman Catholic Church. He said the change in definition of religious employer is far narrower than current law and would require Notre Dame and other Catholic universities to offer prescription contraceptives and sterilization services to students and employees through health care plans.

"This would compel Notre Dame to either pay for contraception and sterilization in violation of the church's moral teaching, or to discontinue our employee and student health care plans in violation of the church's social teaching. It is an impossible position," he wrote.

A panel of health experts advising the administration last month recommended that the government require health insurance companies to cover birth control for women as preventive care, without copayments. The Health and Human Services Department asked for public comment on its proposed conscience clause. Jenkins was writing in response to that request.

Jenkins, who was criticized by dozens of bishops for inviting President Barack Obama to speak at commencement, noted that during Obama's commencement speech at Notre Dame in May 2009 he said he favored "a sensible conscience clause." Obama said the clause would give anti-abortion health care providers the right to refuse to perform the procedure.

Jenkins said the proposed change in law "runs contrary to a 40-year history of federal conscience statutes" and doesn't reflect the sensible approach Obama talked about in his speech at Notre Dame.

Jenkins urged Sebelius to change the definition of religious employer to the one used by the Internal Revenue Service, which considers whether an organization or institution shares common religious bonds and convictions with a church.

"This definition more adequately defines religious employers to include all organizations that work in ministries of the church," he wrote.

Betty Cockrum, Planned Parenthood of Indiana president and CEO, said that covering birth control without copays is one of the most important steps in preventing unintended pregnancy.

"That's why Planned Parenthood will continue to work hard to ensure that all women, regardless of their employer or insurer, have access to the health care they need, including affordable birth control," she said.

A new study into victim's satisfaction with the criminal justice system has found many victims feel their involvement in the justice system adds to their feelings of loss and trauma.

The study is an Australian first with the University of Melbourne and Victim Support Australia joining forces to ask victims of crime their views and experiences with criminal justice. The researchers now want victims of crime across Australia to take part in phase two of the study via an online survey so they can get a broader cross-section of victims' experiences.

Dr Stuart Ross, from the University of Melbourne, said preliminary results showed many victims felt their interests and rights were either excluded or dealt with as secondary concerns in criminal justice processes. Victims were particularly concerned about lack of information about their case, being excluded from having a meaningful role, and not being consulted about decisions, especially about the charges laid against offenders.

"It's not all bad news for victims though - by far the most common factor mentioned by participants as a positive experience was dealing with victim support services. Most participants were also satisfied with their interactions with police," he said

Dr Ross said the aim of the research was to develop a blueprint to help reform the treatment of victims. "We want to understand what victims want and how they experience their interactions as they make their way through the criminal justice system," he said.

A total of 107 people from South Australia, Western Australia and the ACT took part in the first phase of the study. Just over 60 per cent had experienced crime directly and the remainder responded in relation to a crime that had happened to a family member or friend.

Robyn Holder from Victim Support Australia said the research was vital to better understand what victims wanted from the criminal justice system and why so often they felt those needs weren't met.

"People who are victims of crime are very diverse with many different views and experiences however there are a lot of ill-founded assumptions about them that can affect legal and service policy developments," she said.

The second phase of the study has just begun and researchers are keen to hear from anyone over 18 who has been a victim of crime. Interviews are conducted online and take approximately 20 to 30 minutes to complete.

Dollar rises from lows as Europe's leaders bicker (AP)

The dollar is rising off recent lows against the euro as traders monitor Europe's uncertain progress toward resolving its debt crisis.

The euro rose to its highest in a week against the dollar early Wednesday on optimism about a plan to help Greece avoid a potentially catastrophic default. But published reports Wednesday suggested there are growing differences between Europe's leaders. They reportedly disagree about how much of a loss banks should take on their massive holdings of Greek debt.

A default by Greece would threaten major banks in Germany and France. The bailout is designed in part to support those banks.

At 11 a.m. Eastern time, the euro is worth $1.36, from $1.3641 late Tuesday. The dollar rose against the British pound but fell against the Japanese yen.

Merkel risks rebellion on euro rescue fund (Reuters)

BERLIN/ATHENS (Reuters) ? German Chancellor Angela Merkel may fall short of a majority in her own coalition for a crucial reform of the euro zone rescue fund meant to stop a sovereign debt crisis spreading, in what would be a severe blow to her authority, a test vote showed.

Talk of proposals to leverage up the 440 billion euro ($598.5 billion) bailout fund to multiply Europe's financial firepower lifted global stocks on Tuesday but made it harder for Merkel to unite her fractious center-right coalition.

The Bundestag (lower house) is sure to approve a widening of the scope of the European Financial Stability Facility to aid weak states and banks, agreed by European leaders in July, since the opposition Social Democrats and Greens say they will vote for the measure on Thursday.

But a revolt by Euro skeptical backbenchers hostile to further bailouts in Merkel's conservatives and their liberal Free Democratic coalition partners may leave her without a majority in her own camp.

In an internal vote on Tuesday, 11 deputies from Merkel's CDU/CSU group voted against the motion and two abstained. Coalition sources said they expected between 2 and 5 FDP lawmakers to vote against and up to 6 to abstain.

If more than 19 coalition lawmakers vote against or abstain, Merkel will be dependent on opposition votes in a political humiliation that could weaken her ability to push through future rescues.

European shares surged by 4.3 percent in the biggest one-day percentage gain since May 2010 and safe-haven German bonds fell on reports that policymakers were preparing decisive action to tackle the debt crisis.

The cost of insuring Italian, Spanish and French debt against default also fell on hopes of a bold solution, which appear to have little grounding in immediate political reality.

German Finance Minister Wolfgang Schaeuble was forced to deny that any increase in the volume of the bailout fund is planned in a bid to calm irate center-right lawmakers.

"We do not intend to increase it," Schaeuble told n-tv.

That did not directly address the question of whether the EFSF fund could be leveraged to raise more money to prevent contagion spreading from Greece to Italy and Spain, the euro zone's third and fourth economies.

LIABILITY

Leverage would make it possible to borrow more, probably from the European Central Bank, for financial firefighting without increasing the EFSF's size, but critics say it would also raise German taxpayers' liability for any losses.

Some lawmakers are concerned that EU officials are just waiting for them to approve what they were assured would be the final increase before pressing ahead with bigger bailout plans.

French Finance Minister Francois Baroin made clear there were tactical reasons to avoid discussing how to boost the fund's firepower before the German decision.

"It is out of the question to put forward, three days from the Bundestag (lower house) vote, the issue of whether we should increase the fund... Let's not open Pandora's box on something that is a red flag for Germany," he said.

Prime Minister Francois Fillon told parliament France would set out proposals to step up the battle against "speculative attacks" on the euro zone once the German vote was over.

The fund's status was bound to evolve but it was premature to say whether it might work "like an equity fund with a lever effect," Baroin added.

Merkel assured Greek Prime Minister George Papandreou at a meeting on Tuesday evening in Berlin that Germany wants a strong Greece and would do everything necessary for that. She also said she was confident her coalition would have the votes on its own to pass measures boosting the euro zone rescue fund.

Papandreou told Merkel that Greece needed Europe's solidarity. "It is very important to receive a signal of support from our European partners," he said.

Earlier, Papandreou had promised German industrialists that Greece would meet its commitments under its EU/IMF bailout program despite missing key fiscal targets so far.

"I can guarantee that Greece will live up to all its commitments," Papandreou said.

Merkel told the same forum: "We will provide all the help desired from the German side so that Greece regains trust." However, some of her ministers have openly questioned the country's ability to avoid default and stay in the euro zone.

DAMAGE

The Greek parliament approved a deeply unpopular new property tax on Tuesday, one of several extra austerity measures the government is rushing through to plug a budget hole uncovered by EU/IMF inspectors earlier this month.

German and French government economic advisers urged in a joint article on Tuesday that Greece be allowed to write off around 50 percent of its debt and called for support for banks with large Greek holdings. [ID:nL5E7KR0JX]

Greek Finance Minister Evangelos Venizelos, back from talks with the International Monetary Fund, said speculation on default scenarios was harming his country and it was crucial to stick to the July 21 agreement on a second rescue for Greece.

Venizelos said the so-called troika of senior EU/IMF inspectors would return to Athens this week and Greece would receive the next 8 billion euro instalment of aid in time to avoid bankruptcy next month. A source close to the team said they would probably return on Wednesday to complete a review of compliance with the bailout program. [ID:nP7E7II01Z]

Most analysts expect Greece to get the cash but default anyway within a few months, perhaps early next year.

European Central Bank board member Lorenzo Bini Smaghi fueled expectations of a larger bailout pool by saying on Monday that policymakers were working on "how to leverage the money out of the EFSF in a more innovative and efficient way."

Citing U.S. programs to rescue banks during the 2008-9 financial crisis, he said EFSF funds could be used as collateral to borrow from the central bank, making more money available for crisis fighting. His ECB colleague Ewald Nowotny also said an increase in the funds available was being discussed, though it might not be as high as some expected.

But German Bundesbank chief Jens Weidmann, the leading hawk on the ECB's governing council, poured scorn on such options, saying they would discourage politicians from taking tough decisions to cut budget deficits and weaken faith in the euro.

The European Investment Bank, the 27-nation EU's soft-loan project finance arm, denied a U.S. television report that it might get involved in leveraged finance for euro zone bailouts, which diplomats said was legally impossible. [ID:nB5E7KL004]

Credit ratings agency Standard & Poor's was quick to warn when talk of leveraging the EFSF became public last week that such a move could potentially trigger ratings downgrades for leading euro zone countries Germany and France. [ID:nW1E7JU02F]

A senior EU official said many ideas for how to leverage the rescue fund were being floated but it would take time to check the legality of such options and build political consensus in the 17-nation euro zone for any change.

"Nobody wants to talk about this before Thursday night," he said in a reference to the German parliament vote. "It cannot be discussed formally before the Bundestag (lower house) and maybe all other national parliaments have voted."

Slovak lawmakers will be last to vote on the widening of the EFSF's powers on October 11, leaving little time to agree on further measures before the bloc's next summit on October 17-18.

In Bratislava on Tuesday, the junior government party rejected a proposal made by its larger partner aimed at winning joint coalition support in parliament for plans to strengthen the bailout fund.[ID:nL5E7KR2IR]

LOUDON, N.H. ? Look at those standings. For once during the Chase, it?s Hendrick Motorsports drivers Jimmie Johnson and Jeff Gordon looking up at teammate Dale Earnhardt Jr.

Heading into Sunday, Earnhardt was in fifth place in the Chase for the Sprint Cup championship standings, only 13 points ahead of leader Kevin Harvick. Earnhardt, NASCAR?s most popular driver, is three spots ahead of Johnson and six ahead of Gordon.

Earnhardt finished third last week at Chicagoland for his fourth top-five of the season ? and ended a five-race skid where he finished no better than 14th.

?I think we made a pretty serious impact last week and we just kind of need to keep that momentum going,? Earnhardt said.

Earnhardt finished 15th in NASCAR?s first stop at New Hampshire Motor Speedway in July.

He wanted to build on last week?s finish with a solid qualifying effort and will start 12th in the No. 88 Chevrolet on Sunday.

His first-year pairing with Steve Letarte was an instant smash, with the team in contention for several victories earlier this season.

Earnhardt thought he was going to win at Martinsville Speedway until Harvick passed him with four laps left for the win. He settled for second, which started a string of three top-10 finishes. Then came heartbreak at Charlotte Motor Speedway. He led on the final lap before his gas tank ran dry and finished seventh. He followed at Kansas with another second, then sixth at Pocono Raceway.

He fall into a seven-race slump after that and was teetering on the edge of falling out of Chase contention. He held on to enter the 10-race playoff seeded 10th.

Earnhardt has not won since Michigan in June 2008, his first season with Hendrick Motorsports. Earnhardt?s career-best finish in the Sprint Cup standings was third in 2003. Under the Chase format, he finished fifth in 2004 and 2006.

After missing the Chase the last two seasons, he?s poised to make a legitimate run at his first Cup championship. Owner Rick Hendrick believes in him, too. Hendrick and Earnhardt agreed earlier this month on a five-year contract extension.

?When Rick makes a commitment like he made with me, it makes you want to go out there and work hard and do the best job can,? Earnhardt said. ?Makes you want him to make you proud.?

Winning the championship would do the trick.

?It?s time to put it all out there and see what happens,? Earnhardt said.

RULE CHANGE: NASCAR?s version of the postseason has brought a tweak of the rules at Talladega Superspeedway.

NASCAR ordered an increase in the size of the restrictor plate that will be used in the Oct. 23 race. The larger holes in the carburetor plates should lead to an increase of horsepower that could make the cars 2 to 3 mph faster.

NASCAR also ordered an adjustment on the pop-off valve in the cooling system that should lower the maximum water temperature in engines. A threat of overheating could prevent cars from staying hooked together for too long.

The changes came as part of an effort to limit the two-car tandem racing that has dominated at the track.

?I think with the new rules, it?s a step to make us pass more,? Jimmie Johnson said. ?I don?t think we are going to be able to stay connected as long. Any time you put a bigger plate on the cars it allows for a larger closing rate with more opportunities to pass with more power.?

The larger restrictor plate could push speeds over 200 mph, but the combination of the pop-off valve change likely means the cars won?t be able to stay locked together for as many laps.

?I don?t think we?ll be staying together as long we?ll be changing out more often which could lead to us being in a big pack like some of the fans want to see,? Johnson said. ?We?ll get down there and see what happens. I don?t care what the rules are. I learned a long time ago to stop worrying about that stuff. I just go.?

?Our plan is to expand our sports car racing in the United States,? Kauffman said. ?Running in this race is a big step toward that goal.?

Kauffman joined Aguas and MWR co-owner and founder Michael Waltrip at the 24 Hours of Le Mans in June. Transmission failure ended their race after 16 hours in the French classic.

LOS ANGELES — Setting foot on the set of Red Café's music video for "Fly Together" on Tuesday night, you might have thought you were in the middle of a Hollywood blockbuster. The Colin Tilley-directed clip was set in what looked like an industrial wasteland meets an apocalyptic auto graveyard.

Red Café was joined on set by his "Fly Together" collaborators, Rick Ross and Ryan Leslie. The trio towered above the set on steel cargo containers as smoke billowed in the background and a demolished car dangled in the air.

"Oh, man, this set is crazy," Red told MTV News. "Shout-out to Colin Tilley. He's amazing as well, and his vision just came to life here on this set. [He] got me up here like I'm Evel Knievel or something on this. You know, I was very nervous up there."

While it was definitely an impressive spectacle, the Brooklyn MC focused more on the message when breaking down the video's treatment.

"The treatment is really just kinda celebrating women, showcasing their independence and they could be your equal, and that's something that I recognize in a lot of women and I just wanted to bring that to life, visually," RC said. "So it's really just showcasing that a woman can be independent and she could have her own thing going on."

As far as how the track came together, the Bad Boy/ Konvict Music rapper told MTV News it happened rather quickly.

"Me and Ryan Leslie put this record together in New York," he said. "I was just excited to work with Ryan. I think Ryan is a genius. We did two days in the studio. The first day we was just vibing, just to like, just try to connect and get each other's vibe. And the second day we went in there and we created this record and immediately I heard Ross' voice on there — I'm just a fan of what Ross do — and I reached out to him and played him the joint, and he loved it."

WASHINGTON (AP) ? Two new surveys find a big drop in the number of young adults without health insurance since last year ? and President Barack Obama's overhaul is getting credit instead of criticism.

A government health statistics survey released Wednesday finds nearly 1 million more adults ages 19-25 gained insurance in the first three months of this year.
