WASHINGTON (Reuters) ? Senate Majority Leader Harry Reid on Friday said that he "cannot wait any longer" for the Republican-led House of Representatives to act on a debt limit increase and he will begin taking steps to move legislation.
Reid, a Democrat, also called on Senate Republican leader Mitch McConnell to immediately work with him on a compromise bill that could be enacted before an August 2 deadline.

LONDON (AFP) ? Global banking giant HSBC will announce next week plans to axe between 10,000 and 15,000 jobs in the coming year as part of a drastic cost-cutting drive, a report said Saturday.
The bank, headquartered in London but with a major focus on Asia, will unveil the job cuts on Monday as it posts its half-year results, Britain's Sky News television reported, without citing its sources.
An HSBC spokesman declined to comment on the report.
The bank's results are expected to be disappointing, and rivals Barclays, Lloyds Banking Group and Royal Bank of Scotland are also likely to reveal a drop in their profits next week.
In May, HSBC said it would slash costs by up to $3.5 billion by 2013, with its new chief executive Stuart Gulliver saying the savings would be ploughed back into fast-growing markets around the world, especially in Asia.
The lender has already said it would be hiring at least 2,000 extra people in mainland China and Singapore over the next five years, as it seeks to tap the fast-growing Asia Pacific market.
HSBC was founded in Hong Kong and Shanghai in 1865 and the bank regards Asia as its most important region. It is listed on the London and Hong Kong exchanges.

NEW YORK (Reuters) ? New Jersey Governor Chris Christie, who has frequently been mentioned as a possible Republican presidential candidate in 2012, was taken to the hospital on Thursday after having "difficulty breathing," his spokesman said.
Christie, 48, who is heavily overweight and has asthma, was given "routine tests as a precautionary measure," spokesman Michael Drewniak said in a statement.
"Governor Christie was having difficulty breathing this morning and out of an abundance of caution he went to Somerset Medical Center to be checked out," Drewniak said.
Christie is expected to be released from hospital on Thursday evening, Drewniak said.
The Republican governor has repeatedly said that he is not running for the White House. Earlier this month former Massachusetts Governor Mitt Romney said Christie was on his short-list for vice president if Romney wins the Republican Party's presidential nomination.
Christie has been a rising Republican star since taking office last year with a low-tax, lean-government agenda, and erasing a record $11 billion budget deficit while limiting annual increases in the state's high property taxes.
He has publicly acknowledged struggling with his weight problem. He frequently jokes about it, and once told radio host Don Imus in mock exaggeration that he weighed 550 pounds (250 kg).

Crystal Harris ended her future with Hugh Hefner when she dumped him five days before their wedding. But that doesn't mean the runaway bride is finished dishing about their relationship!
In a recent appearance on Howard Stern's Sirius XM radio show, the 25-year-old Playmate revealed intimate details about her sex life with the 85-year-old mogul. And, as expected, their bedroom time left much to be desired.
Harris claims that they had intercourse just once, and that it lasted "like two seconds." Not surprisingly, their lacking sex life contributed to her desire to get out of the relationship.
"I was just over it," she says. "I was like, 'Ahhh.' I was over it. I just like, walked away. I'm not turned on by Hef, sorry...He doesn't really take off his clothes. I've never seen Hef naked."
So last month, just days before they were set to wed, Harris walked out on the Playboy mogul.
"After much deep reflection and thought I have decided to end my engagement with Hef," Harris wrote on her website. "I have the utmost respect for Hef and wish him the best going forward. I hope the media will give each of us the privacy we deserve during this time."
Since parting ways from Hefner, Harris has been seen getting cozy with Dr. Phil's son, Jordan McGraw. Though she insists their relationship is strictly platonic, the couple was spotted out in N.Y.C. recently, looking very close.
"They were joined by two women who stayed for about an hour," a witness told People.com. "Crystal was drinking mojitos and laughing, and Jordan was sipping a drink on the rocks. But once their friends left, they really settled in and seemed more and more comfortable."

ST. LOUIS ? The St. Louis Cardinals, who have faced pitching questions all the way back to spring training, pulled of a three-team trade Wednesday to beef up their rotation with right-hander Edwin Jackson.
The Cardinals sent Colby Rasmus and two relievers to Toronto, sacrificing a starting outfielder to get more pitching for the second straight year near the trade deadline. Last July, the Cardinals dealt right fielder Ryan Ludwick to the Padres in a three-team deal that brought them starter Jake Westbrook from the Indians.
Jackson had been dealt to Toronto a few hours earlier by the White Sox, who also sent utility player Mark Teahen to the Blue Jays in exchange for reliever Jason Frasor and pitching prospect Zach Stewart.
Jackson has been dealt seven times since being drafted by the Los Angeles Dodgers as a 17-year-old in 2001.
"I was born on the move, being a military brat," Jackson said. "My whole life is pick up and make new friends."
Besides Jackson, St. Louis acquired relievers Octavio Dotel and Marc Rzepczynski, outfielder Corey Patterson and three players to be named or cash considerations. Along with Rasmus, the Blue Jays got pitchers P.J. Walters, Trever Miller and Brian Tallet.
Rasmus had long been rumored trade bait after electing to work on hitting with his father instead of Cardinals hitting instructor Mark McGwire. Rasmus has hit two homers in his last three games, pulling out a prolonged slump in which he had zero RBIs in 13 games, and was batting .246 with 11 homers and 40 RBIs.
The 24-year-old Rasmus is eligible for arbitration for the first time after this season.
"We feel that this deal strengthens us in a number of key areas," Cardinals general manager John Mozeliak said. "Trades of this nature are never easy to make, but we felt that it was important to solidify a number of areas on our ballclub to better position ourselves for what looks to be a highly competitive divisional race."
The Cardinals led the NL Central headed into Wednesday's games, but Milwaukee was only a half-game back and Pittsburgh was one game behind in third.
Chicago acquired the 27-year-old Jackson from the Arizona Diamondbacks on July 30 last season. The right-hander is 7-7 this season with a 3.92 ERA in 19 starts for Chicago, which had been carrying six starters on their roster.
"At the end of the day, I've come to understand the game of baseball," said Jackson, who is eligible for free agency after this season. "This is not my first time being traded. Any time I've been traded, there's never been any hard feelings."
The White Sox were in third place in the AL West, 4 1/2 games back. With the trade deadline looming Sunday, manager Kenny Williams said this week that he was undecided whether to cut payroll or add veterans for the stretch run. He said dealing Jackson helps on both counts.
"We needed to make a little bit of a dent in our payroll, which is stressed a little bit," Williams said. "But we did not want to be making a move that would be counterproductive to the opportunity for us to win still."
Teahen was signed as a free agent before last season to be Chicago's starting third baseman. The 29-year-old was derailed by injuries and ended up as bench player for White Sox manager Ozzie Guillen. He hit .203 in 51 games this season with three homers and 11 RBI.
"Mixed emotions for sure," Teahen said. "Obviously, I'm disappointed in the way it all worked out here. I wanted it to go a lot different."
Frasor is a native of the Chicago area. The 33-year-old right-hander was 1-1 with a 2.98 ERA for Toronto in a setup role.
"He's one of the top quality relievers in baseball," Williams said. "He will fit in."
Stewart was a third-round pick of the Cincinnati Reds in 2008. The 24-year-old started three games for the Blue Jays this season, going 0-1 with a 4.86 ERA. He was 5-5 with a 4.20 ERA for Double-A New Hampshire. Stewart will be assigned to Triple-A Charlotte.
"Zach Stewart has been on our radar for a long time, particularly last year when he was doing some special things in Double-A," Williams said. "He will ultimately be in the mix in some way, shape or form. Most likely this year."
To fill the open spot on the 25-man big-league roster, the White Sox recalled center fielder Alejandro De Aza from Charlotte and put him in the lineup for Wednesday's game against the Detroit Tigers.
"The other part of doing what we did today, that allowed us to get De Aza in the lineup in center field," Williams said. "That affords us to give Ozzie something more than honestly what (Alex) Rios is giving us. Rios is going to have to take a back seat now."
The Rios has hit just .208 this season in 97 games despite a hefty long-term contract that will pay him $12 million this season and has two more years plus a club option remaining.
"Here's what I told Ozzie: Do not worry about the size of the contract," Williams said. "Just worry about putting the players (on the field) on a given day that can help you win. I'm sending a message to everyone."

The solutions are numerous but they all aim at one target; keeping Americans in their homes and preventing eminent foreclosures.
The said forms will be attached when filing for federal income tax return, to avail of needed tax debt relief. Thus, tax debts incurred for certain period within coverage of a tax relief may have a chance to be erased. All taxpayers should do is aware of which relief can be applied to their situation.

Each Wednesday night at church I lead our Girl?s Ministries. Currently I teach the middle school class but last week we mixed it up a bit. Last week I joined the 1st-4th grade girls for a craft project sponsored by Elmer?s! A few weeks earlier I had received this awesome wooden box that contained one adult kit and 5 kids kits and a Walmart gift card to purchase additional supplies.
I searched the craft ideas at Elmers.com?but I didn?t find anything that struck my fancy so I reverted to my crafting love?scrapbooking. Though I haven?t actively scrapped for about 5 years I love the process of creatively capturing our family memories. So last week the girls created memory folders out of Elmer?s Mini Bi-Fold Foam Boards.

On the anniversary of China's takeover of Tibet, the Communist Party is moving to assert its grip on the region. Current Vice President Xi Jinping and a contingent of 59 cadres are in Tibet this week to "celebrate" China's "liberation" of the region. At a ceremony Tuesday at the Potala Palace in Lhasa, Xi, who has been tapped to take over the helm of the Chinese Communist Party (CCP) in 2012 when Hu Jintao steps down, reasserted the Party's harsh line on Tibet.
"We should fight against separatist activities by the Dalai group, rely on cadres and people of all ethnic groups, seek long-term policies, and take measures that address the root cause, and completely destroy any attempt to undermine stability in Tibet and national unity of the motherland," said Xi, according to state mouthpiece media Xinhua.
Xi continued, extolling the infrastructure development that China has brought to Tibet over the last 60 years. He said the development "points to an irrefutable truth: Without the Chinese Communist Party, there would have been no new China, no new Tibet."
The view is diametrically opposite to how Tibetan activists view it. "[The CCP] has repeatedly tried to convince the Tibetan people that the Communist Party saved us from the dark ages, that happiness and development have been bestowed on Tibet by the Communist Party," says Tsering Dorje at Freetibet.org. On the contrary, says Dorje, Tibetans have benefited little from China's occupation of the region and have lost their freedom.
The Central Tibetan Administration (CTA), Tibet's government-in-exile in India, says Tibetans should be the ones to judge Chinese rule of the region. Referring to recent unrest in Tibet, "the Tibetan people have made their judgment clear with their lives and limbs," writes CTA in a press release. The legacy of Chinese rule in Tibet is one of martial law, repression, and destruction of traditional Tibetan culture says the administration.
Large sections of Tibet remain under martial law, though not in name. Recent protests against Chinese rule and general unrest in Karze and Ngaba in eastern and northeastern Tibet give a more accurate picture of Tibetans' feelings for Chinese rule.
In the last six weeks, there have been anti-China protests in eastern Tibet especially in the Karze region. Last week, two young women from the region, Tashi Palmo, 16, and Pema Yangzom, 19, were badly beaten after they called for reforms such as an end to Chinese rule, Tibetan independence, and the return of the Dalai Lama.
?Eyewitnesses confirm that both the girls were mercilessly beaten by Chinese security personnel before they were arrested,? monk Lobsang Dhondup told exile Tibetan Web portal Phayul.com. Lobsang Dhondup is a monk from Sera Je Tehor Khamtsen in south India.
?The girls are in critical condition but Chinese authorities have denied any medical attention to the girls. We are worried for their lives,? said Dhondup.
A local source told FreeTibet.org that the Chinese military presence "is currently as bad as it was after protests in 2008." In Lhasa, armed forces are checking identity cards and foreigners are restricted from traveling to Tibet and likely none will be admitted until late July.
In May, 1951, Tibetan delegates were forced to sign the 17-point Agreement on Measures for the Peaceful Liberation of Tibet. The agreement was supposed to guarantee China would not alter Tibet's political system or interfere with the status, function, or powers of the Dalai Lama. The treaty recognized Tibet's distinct historical, political, and cultural status.
The treaty also guaranteed Tibetans regional self-government and that their religious beliefs and customs would be respected. It promised reforms would be implemented only after consulting leading Tibetans.
But the Chinese did not keep the agreement and in 1959 Tibetans rebelled against Chinese rule. The Dalai Lama fled to India. Once there, he denounced the 17-point agreement.
"Far from carrying out the agreement [the Chinese regime] began deliberately to pursue a course of policy which was diametrically opposed to the terms and conditions which they have themselves laid down. Thus commenced a reign of terror, which finds few parallels in the history of Tibet,? the Dalai Lama wrote in 1959.?

NEW DELHI (Reuters) ? New environment minister Jayanthi Natarajan is likely to be more flexible towards industry to help power Asia's third-largest economy, although a complete turnaround in tighter enforcement of green policies pursued by her maverick predecessor is ruled out.

BRUSSELS (Reuters) ? Euro zone finance ministers promised cheaper loans, longer maturities and a more flexible rescue fund to help Greece and other EU debtors in a bid to stop financial contagion engulfing Italy and Spain.
They also declined to rule out the possibility of a selective default by Greece to make its debt mountain more sustainable, despite the European Central Bank's fierce opposition, one participant said.
After talks on Monday following another day of turmoil on financial markets, ministers from the 17 countries that share the European currency vowed to safeguard stability in the euro area and promised new measures "shortly," but set no deadline.
"Ministers stand ready to adopt further measures that will improve the euro area's systemic capacity to resist contagion risk, including enhancing the flexibility and the scope of the EFSF, lengthening the maturities of the loans and lowering the interest rates, including through a collateral arrangement where appropriate," they said in a statement.
Italian and Spanish stocks and bonds suffered another big selloff on Monday and the euro fell as investors rattled about an apparent deadlock in the EU on how to involve private bondholders in a second rescue package for Greece.
The euro fell further after IMF Managing Director Christine Lagarde said the lender and its European partners were not yet ready to discuss terms for a second Greek bailout.
"Nothing should be taken for granted," she told reporters in Washington.
The Italian slide was triggered last week by concerns that Prime Minister Silvio Berlusconi was trying to undermine and perhaps remove Finance Minister Giulio Tremonti, seen as the guarantor of fiscal prudence in Rome.
Italy, the third-largest economy in the euro zone, has the second-biggest per-capita debt after Greece but has avoided the fate of Greece, Ireland and Portugal, forced to seek EU/IMF bailouts, because it has a low budget deficit and a liquid bond market largely in domestic hands.
The ministers gave no indication that they had broken a stalemate over how to make banks, insurers and other funds share the cost of additional funding for Athens.
But one national official said they were moving closer to sharing the cost of easing Greece's debt burden with investors even if credit ratings agencies were to declare a selective default.
"I would read this as an acknowledgement by the member states that a selective default is going to be difficult to avoid. It removes an obstacle to the participation of the private sector," the official said, speaking on condition of anonymity.
Ministers tasked a working group to propose ways to finance a new multi-year program for Greece, reduce the cost of servicing its 340 billion euro debt -- nearly 160 percent of annual output -- and improving its sustainability.
WITHERING LETTER
Jean-Claude Juncker, chairman of the Eurogroup of finance ministers, told a news conference there would clearly be private-sector involvement in the new bailout and talks on how to do this would be concluded as soon as possible.
"If the weight of Greek public debt is corrected downwards, if the interest rates are lowered and if the maturities are lengthened, then you might well get the impression that this will be of great help to Greece," he said.
In a withering open letter to Juncker, Greek Prime Minister George Papandreou said European partners had acted too slowly to stem the crisis and put domestic politics before the common currency.
"Crunch time has arrived and there is no room for indecisiveness and errors such as taking decisions that in the end prove 'too little, too late' to convince the markets we are serious; (and) making compromises that satisfy our internal political 'red lines' that in the end substitute tactical politics for sound management of the crisis," he wrote.
The EU was "allowing a cacophony of voices and views to substitute for a shared agenda, thereby creating more panic than security," Papandreou added.
Although their statement did not specifically mention the option, ministers are considering buying back Greek debt or the private sector swapping holdings for longer-dated maturities in a move to make Greece's debt more sustainable.
Papandreou rejected a French alternative for private-sector creditors to roll over around 70 percent of their Greek debt into 30-year bonds and other AAA-rated securities as too costly for Greece as "too expensive, too little and too dangerous."
Germany, the Netherlands, Austria and Finland are determined that private bondholders should bear a chunk of the costs of a second bailout, expected to total 110 billion euros.
As the French plan has faltered, Berlin has revived a proposal to swap Greek bonds for longer-dated debt that would extend maturities by seven years.
However, the ministers noted that the European Cental Bank had reaffirmed that any solution must avoid a credit event or a selective default.
Both a buyback and a bond swap would likely be regarded by ratings agencies as a default, or at best a selective default, which could have profound repercussions for global financial markets.
Euro group sources said ministers were likely to meet again before the end of July to try to clinch an agreement.
"We do pursue a voluntary basis but it has to be substantial private-sector involvement. That's our commitment and also our parliament that demands it," Dutch Finance Minister Jan Kees De Jager said.
In a buy-back, the bloc's European Financial Stability Facility (EFSF) bailout fund might buy Greek bonds from the market, or lend Greece money to do so. Officials say that would require changes to EFSF's rules which would need the backing of national parliaments -- a further potential obstacle.
ITALY FOCUSING MINDS
Policymakers have been seized with a new sense of urgency after Italy came under market attack last week, fearing any further delay in putting together a second Greek package could poison investor confidence in weak economies around the region.
After talking by phone to Berlusconi, German Chancellor Angela Merkel said Rome needed to demonstrate it was undertaking the budget reforms needed to restore confidence and she was confident that it would do so.
Italy also needed to boost economic growth to help restore confidence, Lagarde said, adding the IMF had to be alert to any significant difficulties arising from the effects of contagion.
Earlier, Herman Van Rompuy, the president of the European Council, met ECB President Jean-Claude Trichet and Jean-Claude Juncker, the chairman of the Eurogroup, for talks in Brussels ahead of the euro zone finance ministers' gathering.
Van Rompuy's spokesman described the meeting, which European Commission President Jose Manuel Barroso and EU economic and monetary affairs commissioner Olli Rehn also attended, as a "coordination, not a crisis meeting."
He said Italy was not on the agenda but senior EU sources said it would be impossible not to discuss it following a large sell-off in bonds and stocks that the Italian media have dubbed "black Friday."
The cost of insuring Italian debt against default jumped to a record high on Monday, the 10-year yield spread over German debt widened to a euro-era high of 300 basis points and bond yields rose above the 5.7 percent area which bankers say will start putting heavy pressure on Italy's finances.
The sell-off has increased fears that Italy could be next to get dragged into crisis. If that came to pass, the euro zone's existing rescue mechanism, the EFSF, would have insufficient funds to help. Owner Jojo Castro moved to Baguio from Pampanga 
after the Mt. Pinatubo eruption in 1991. Since he's Kapampangan, you know the food is good. He served us pancit palabok, bibingka and suman, with their rich hot chocolate -- the stuff a great merienda is made of. Although I wasn't hungry, I polished off my plate of palabok, which, can I just say, had loads of crushed chicharon -- YUM!
nt is set in a patch of green in the Igorot Garden in Camp John Hay, surrounded by giant trees over a hundred years old (I attempted to memorize the kinds of trees and their "ages" that were pointed out to me, but they were just so many!). The place is extremely serene and literally immerses one in nature, putting one's soul at ease only the way shades of green all around can. It rained while we were there, and I actually felt like we were marooned in the middle of a rainforest.
This is the perfect way to enjoy the cool Baguio weather: communing with nature, amongst the pine trees in the mountains, sipping a steaming cup of rich hot chocolate.
